"Flat spot"?  Hmmmmm, perhaps he referred to a bad (open circuit) commutator
bar on the armature (unlikely but possible) that has come to rest under one
of the brushes.  Or a drive broken tooth on the starter, or worse, one or
more broken (missing) teeth on the ring gear, where the "gap" has come to
rest where the starter drive is trying to engage it.  If is the ring gear,
your problem is bigger than just a starter.  You did not mention, does the
starter spin when you turn the key, or just click, or is there dead silence?

Replacement starters for Mopars are not hard to find nor that expensive.
You could rebuild it, but what is your time worth?
