Yes,I can confirm the existence of this padding,while it might muffle the sound somewhat,it also catches and holds dirt,moisture,insects,also provides a nice chew toy for mice and other vermin,it's made of a fiber glass-type material. If you have a cleaned up/detailed engine,it is guaranteed to drop all kinds of filthy debris all over your engine every time you close the hood,it's usually held on by metal clips that are secured into holes in the hood bracing. I remove it from all of my cars sooner or later,and do not replace it.
