I don't want to engage in an argument here, but my understanding as of 2 weeks ago is that a California car which has an elapsed registration must be brought current by paying the original registration fees for the years during which it was not registered, plus penalties of up to 160%, depending on the length of time involved. This is true even when registering cars bought from a previous owner. The only exception is for those cars covered by a Non-op certificate, or for cars that have gone unregistered long enough that they have dropped off the DMV computer records. This may or may not apply to "title only" transactions, but it will apply when you try to get plates issued. I have processed 5 vehicles in this circumstance within the last 2 weeks, and about 15 within the last 2 years. In my opinion, any further discussion of this issue should go private or to the "Salon", as it has gone beyond the point of interest to most of the IML.
