I just read Dick's message about his personal
experience with the CA DMV, which didn't match several
of my experiences, but is valid none-the-less.
Please don't ever give up hope with those folks -
just with the interpretation of the law that you get.
I met a local office that tried to make me pay past
due registration, and then got around it by putting a
lein-sale on the car - obviating the past history of
the car and eliminating the back-fees. I had to
really search for that one, but it worked.
Cost me $45 for the paperwork.
