In order to debit the store back, you'll have to return the
tires to them. I've been down this road before on another issue & found that
if you still have the mechandise in your possesion, the bank won't reverse the
charge.

[If you purchased the tires with a credit card (you did do
that, didn't you?), you can write a letter to the Firestone store
describing what you think are defects (leave out the appearance or width of
the whitewall because that's not a valid issue) and send a copy of this
letter along with a letter to the credit card company when you debit them
back. DO NOT PAY THE AMOUNT IN QUESTION. If you do, the bank
will have less reason to argue on your behalf.
It sounds like the
tires are either defective or misrepresented. Be prepared, however,
to lost that credit card. Banks are becoming
increasingly reluctant to debit back merchants, despite VISA
and Mastercard rules (and Regulation Z which spells out the same rights)
that permit you to debit back the merchant if you have just
cause.
