Weights are on the converter, as is the ring gear. Mopar flex plates don't have the ring gear on them.

In my limited experience with Mopars, I believe for the external balanc the harmonic balancer has a notch out of the inside and the flex plate has a strip of wieght near the ring (starter ) gear.
