No, they don't all do this.  Mine definitely requires a puller.   Don't know 
if yours being loose is considered "bad" though.  Seems like it  would be 
easier to strip the key out if there isn't some kind of "pressed on"  action to 
keep the hub tight to the axle.  But then again, I'm not an  expert by any 
stretch of the imagination.
