I think there are two reasons for the fuss. The first is many people aren't reading beyond the headline and getting upset about what they see, instead of investigating. The other reason is that people see scores of perfectly fine, beautiful and historical automobiles being destroyed.
It is what it is, and there's nothing we can do about it. Anyway, we're getting off-topic

Donated for specific purpose, and with caveats. And not all vehicles with a VIN can be registered/insured. For example, GM used (and may still) an "X" as the first character of their VIN to represent "eXperimental", and no GM VIN staring with "X" can be insured.
As for title, they may never have had one. But what it comes down to is that they accepted the car under the terms which were in writing. If they didn't like those terms, they should not have accepted. So I'm not sure what all the fuss is about. It may be a shame, but nobody went into this deal without knowing this was a likely possibility...

If the cars were DONATED (given) to the schools...wouldn't they be the PROPERTY OF THE SCHOOLS, and no longer belong to Chrysler? I would think Chrysler would have no say at this point.
If they have VIN's they are viable cars for being titled...pre-production or not. Chrysler no longer owns them and would not be any more liable than if I crashed my 2012 Journey and huirt someone.
I OWN it now..NOT them. This whole thing it stupid.
