consider that the battery may be very low from all the cranking , a pegged meter and only 13 v absolutely says dead battery or close to it . Even with 35 A it cannot raise battery volts until enough ampere hours  are put back into the battery ( state of charge = volts while charging)  . 
Remember , battery is about 80 -90 AH , it takes three hours at 35 A to refill . Starter takes 200-300 out . 10- 20 minutes cranking wipes out battery  . A lot of cranking energy has to be replaced before you see 14 v 
So system may innfact be fine ? put on charger ( 15 A , overnight , ? 100 AH in , ) see what happens ..

I should have added that in spite of the high rate of charge the voltage is still 13v

It still starts, idles and runs great.

 

The very high rate of charge is still there – is this a problem? Could it have contributed to the condenser failure? Is there anything else I need to investigate?
