Haven’t tried it but it couldn’t hurt to at least soften the outer portion. My experience would lead me to just keep brushing the gel on liberally, probably for a matter of weeks. YMMV.

18 years ago I treated a hard but in tact seal from my ‘65 300 that spent its life in California. While working on the restoration I hung it up and brushed the surface for a couple weeks until it was pliable enough to set in the bottom of a bin , partially submerged. It was in there for months but seemed workable after a few weeks. Rubbed it down with a nylon bristled brush, then wiped it with rags until it looked like new. Fit great and still is in great condition after all these years. Rarely spends much time in the sun now, to be fair. 

I know others have had good experiences with this method.
