Never heard of having Rims balanced alone. Trued yes - but that
would apply to wire wheels that may have become untrue due to
problems with spokes. Nothing you can do to true a steel wheel that has been tweaked - most likely cause an impact such as a hard curb strike or an accident. What did they do physically to the wheel to balance it? If they really said balance and not true the wheels, I personally
