I don't know about other states but here in Wisconsin if the Department of
Motor Vehicles (DMV) is aware of a vehicle being "junked" on the title, that
goes into their computer and you will not be able to get a clean title
simply by titling it in another state and bringing it back. The VIN is
forever tainted.

If your Wisconsin car was junked, titling it in Alabama or elsewhere will do
you no good if you try to title it again in Wisconsin. I don't know about
bringing in a junked car from another state if you title it in Alabama or
elsewhere BEFORE you apply for the Wisconsin title.

Just my 2 cents worth.
