Guessing around '73-'74.

I guess so, the '55 Ply wheelcovers made a comeback on
the '68 Dodge Adventurer pickup...

The big question is width. Something that ends in
"85R15" should be just fine. Something ending in
"78R15" or "70R15" will probably also fit but will be
noticeably wider.

I ran radials on my '59 DeSoto and was quite happy,
but that's a different front end than your '55...
