In my opinion thats a very fair price Bill.  Make sure they replace all the 
hoses and water/fuel pump and that kind of stuff while they are doing it (even 
if you have to pay extra).

Also even though you just had that radiator done take it back to the radiator 
shop and have it cleaned out again...  Especially since you were having some 
heat problems.  Its very possible for it to be stopped up again and not worth 
risking your rebuilt engine on.
