Factory supplied "hubcaps" (probably you mean wheel covers, right?) are made
of stainless steel. You may be seeing something other than rust on them,
or perhaps these are aftermarket wheel covers? What year is your car, and
do the caps look like the ones on the IML spotter's guide?
