I'm stepping off a precipice here, because I don't know for sure, but my guess, and it is only that, is that these are Motor Wheel Rims, with 5 on 5.5 bolt pattern and they do need tubes, as the spoke holes are not sealed over well enough to hold air. They also need a rub strip to cover the spoke ends, so that the spokes don't poke holes in the tubes when they move as the wheel flexes.
