Thad, Don't start drilling for those back seatbelts yet. I'm not totally familiar with your 65 but I was recently in a yard pulling parts off a 65 4dr new yorker for my son's 65 newport (which has no rear belts). Anyway, I found the outboard anchors are clear out in the fender well (I'm not sure about the inner ones) so I suggest that they are there, just very well hidden. Also, I remember a 64 Plymoth I bought in 66 and it had factory belts in the back seat. If memory serves it seems that the Feds mandated that with the 62 models there had to be factory mount for seatbelts front and Rear.
