Allan - At this time, only three brands have been banned for being flammable: OZ-12, HC-12a, and Duracool 12a. None of them are available now. FR-12 is rated by the USEPA and DOT as A1/A1 non toxic/non-flammable. It can be used to "top-off" and existing system, but an ounce or two of POE, (Polyolester), oil is recommended at this time. This refrigerant will not damage the internal seals, hoses or valving of an R-12 system. It requires a license to buy it, (I don't know why), is not expensive and ideal for our older cars that came with R-12 as factory charge.
