need advice on engine re-build

Thanks for all the help,  If i was to do the compression test myself, how do 
i go about it? is this a common thing for shopes to work on?
Also how do i check, or know if my engin if off timming?
My engin is really hesitant, weak, and sounds like its running on water.  I 
use 91 octain and it still doesnt help.  It doesnt burn oil, or smoke out 
the tail pipe, and i check the spark plugs every 2000 miles, along with an 
oil change.  Also coult it be the carb?  the carb hasnt been worked on 
for...as long as my grandfather can remember, thats about 15+ years.
