Once turned the rotors make work fine, but become more suceptible to
warpage, particularly under hard braking conditions, resulting in the
pulsing pedal feeling.
That manual was written when you could go over to the dealer parts counter
and get a new hub and rotor assembly. The manual also says to replace the
lower control arm if you need bushings or ball joints or something.
Personally I don't like turning rotors, I'd prefer leaving as much meat on
them as possible. If new rotors are available, I usually go for them if the
existing ones are too scored.
