That manual was written when you could go over to the dealer parts counter and get a new hub and rotor assembly. The manual also says to replace the lower control arm if you need bushings or ball joints or something. Personally I don't like turning rotors, I'd prefer leaving as much meat on them as possible. If new rotors are available, I usually go for them if the existing ones are too scored.
