As far as emissions controls, your Imperial, now carbed is not on of 3,000, but one of millions. It's the same 318 2bbl put in almost everything throughout the 80's and with minor tweaks a heck of a lot longer. My car passed the treadmill test (NY) with a 360 and a 4bbl AFB. Obviously it would have failed the visual, but yours should be able to pass if it's truly in good condition. Like someone already said running rich car ruin your catalytic converter and O2 sensor.
