Start with the sender, as it is often the culprit.  Atlas may have them on the shelf ready to go.  You can remove the wire from it at the gas tank.  I seem to recall that you can get a movement/response out of the gauge by grounding it, which you could do with a needle into the wire or some such.

I strongly advise looking through the archives on the club website, as this has been discussed at length and we have super records.  You can use ARCHIVE SEARCH or go to REPAIR and follow the buttons to the correct area.
