That is a drain plug. There should be a thin rubber gasket under it. The plug should come out with an allen wrench. I'd wait until the tank is as empty as possible, then remove the plug & either find another rubber gasket or use some gas tank sealer around the one you have & reinstall.

My gas tank seems to have developed a drip-drip leak. Looks to be coming from the center of the bottom side, right at what appears to be some type of circular plug? Is that a fitting or a weld gone bad? Can it be repaired or do I have to find a new tank?
