Here in VA if you want YOM (Year of Manufacture) plates on say your 65 
Imperial (or any antique car 25 years old or older), one would locate a 
matching pair of the appropriate year plates, take them to DMV where they 
would verify the plates.  At that point, they would issue you a new 
registration and you'd be on your way.  Takes as little as 5 minutes - 
longer depending on how many are in front of you lol.
