The factory unsilenced air cleaner assemblies drew air from above the block.
The most common design is the '68-69 non-fresh air assembly used on Road
Runners, Formula S Barracudas, etc. They are still available from Mopar
Performance (or whatever they are called these days), but would look a
little out of place on an Imperial.
And yes, flipping the air cleaner lid is an old, old trick. Used to be that
most cars in a high school parking lot had the lid flipped. Can't do that
with a modern car though.

You can get similar effects by drilling holes in the
bottom of the original air cleaner housing OUTSIDE the
outer edge of the filter element for a stock look but
better breathing.
You're getting warmer air from atop the block, but the
snorkel is getting warm air from the radiator anyway,
so as a shade-tree thing goes, it's not too bad, I
guess. I left mine stock.
