I gotta agree with Bruce, a busy but good shop, won't always have time to keep everything spic and span. As long as the paint booth is kept clean, and especially if you can see some examples of their work, everything else doesn't matter. But too much dust and cobwebs can be an indicator of a shop that is not too busy, which isn't a good sign. A busy shop may be cluttered, but unless there is someone sanding something near by, dust won't have much time to collect, except in the corners.
