which should i get fixed first



First, get your exhaust leak fixed, this is unsafe, it could cause you to be
drowsy and affect your passengers as well. The noise is a problem also, but
don't take any chances with carbon monoxide, especially if you carry little
kids who may sleep in the back seat.
Then, I'd check tire inflation, if the tires are over inflated, it will
increase road noise and vibration. 2nd, I'd check the bushings in the front
end, when a rubber bushing in the front end wears away, it allows metal to
metal contact, which transfers noise and vibration right to the body of the
car. May be a good idea just to take the car to a front end shop, Imperials
are known to be smooth riding, if they aren't, then something is wrong
somewhere, and needs to be looked at. Shocks only dampen dips and
oscillations of the road. If your shocks were shot, your Imp would just keep
bouncing after hitting a bump, it wouldn't necessarily hit the bumps harder,
unless one of the shocks has went bad in a way, that increased it's
stiffness, like a bent shaft.
