  Go to FACTORY PHOTOS
  
  You will see a frame with exhaust and bars in place.  Exhaust goes inside  bars. 
  
  Assemble bars first, then install exhaust and you will be fine.   There is only one way that the things will fit together, despite  appearances at this point.
