There may be a crack between the two freeze plug openings that opens up as the block expands when it heats up. There could also have been a gas bubble in the block when it was cast, compromising the thickness of the water jacket that has now rusted through. Those two scenarios could be repaired with an arc-welder. If the coolant is only leaking to the outside of the engine, depending on the rate, vigilance in keeping the coolant level up along with careful attention to any changes in the rate it's leaking, might be the most economical solution.
