Ricky,
Regarding fitment of carpet and safe mounting of seatbelt brackets/bolts;
it would probably be best to not fasten your seat belt brackets on top of the
carpet but rather directly to the floor pan and cut appropriate slits/holes for
the bracket. Reason for bolting directly to the floor is to preclude any
chance of the brackets loosening over time as the carpet is compressed; any
“looseness” in these fasteners can be a potential hazard.
I am presently installing new four-point retractable harnesses in my
Plymouth and have determined cutting slits for the “brackets.” The
Plymouth is a rolling chassis void of all interior so access and mobility while
working is not an issue which makes the job much easier.
All my “other” required holes for seat rails*, accelerator pedal will be
made after I secure carpeting to the floor pan. The easiest way to create
holes/entrance into the carpet will be to use an awl while underneath the car
and poking through the existing floor pan “holes” for these fastening
points.

bolts thru the carpet if anything? Gas pedal? Seat mounts?
