Try extending the kick down rod, making it longer by unscrewing the linkage at the carburetor..

I'm using Type F. Shifts are really firm.  Linkage is adjusted to
shift 1-2 @ 25mph and 2-3 @ 35mph  at moderate throttle.  Sometimes
it's a little higher so it may need to be adjusted down a bit.

If I use pushbuttons to shift it'll stay in first to redline until I
push 2nd.
