Where or how do you find out who is and who is not adding the ethanol

No it does not!
The refinery's aren't the ones mixing the blend, the gasoline distributors are.
Not all distributors are mixing ethanol in their supplies.

I've been running lead additive with every tank and 91 octane gas since it has no ethanol. Runs like a top.
