Gary is right, it's that ground strap that grounds your fuel tank. Here is a photo of what your gas tank line should look like for the vent tube. It's just a rubber line that connects the welded on line that is part of the filler neck with the short piece of metal line that clips to the body and sits above the rear deferential.
