Cash for clunker cars

Had a local car show today and learned a interesting bit of info from a 
buddy of mine. I have no reason to doubt it. ....BUT..in a court of law it 
would be "hear-say"
All cars traded in on the program must have all the oil drained...a pint of 
liquid glass put in....car started until the engine freezes up.....
Also cars must secured in a locked yard so nothing can be removed or 
tampered with...until there final death at the crusher....
