I setting here with a 64 Plymouth speedo in my hand and see no place with a lube wick. There is a small hole on the top of the part that use screw the cable on but there is a brass cap cup it it. At one time this may have been a lube point but not now. guess you could take out the brass cup and put a wick in. Maybe the wick only came on the higher priced chryslers. I haven't actually looked at the back of the speedo on my 63 Fury but there was a wick on the back of my 66 Charger's speedo so I assume your 64 should have one. It should be on the back of the housing where the cable goes in to be able to oil the brass bushing. It may just be a small hole on the top of the housing but there's cotton in there.
