Bill, are you missing your horn switch? Check out ebay # 290205648022. It should look something like that. The spring is built into the switch. But it mounts to the steering wheel with 3 special screws and plastic spacers. A lot of the time those spacers are broke and it wont work right if it's not mounted with those spacers.

Hi guys,
I'm restoring my steering wheel off my 64 Sport Fury. There seems to be
something missing that allows the horn ring to compress and then return
to a neutral position. I hope I'm explaining that right.
The ring bolts on from the bottom of the wheel and there must be some
kind of spring device that compresses when the ring is pushed to operate
the horn. These, or whatever does it, would be on the inside of the
wheel housing over top of where it bolts on. If anyone knows what I'm
talking about or if you have what I need, I'll buy it from you. Even a
picture would help if you have what I'm talking about.
