I'm no expert here Dave but just a couple of thoughts of stuff that I've run into over the years. What kind of manifold is your carb mounted on? Twice I've bought Mopars that had an Edelbrock carb mounted on a stock manifold. Once it was on an very early manifold and the other time it was on a later TQ manifold. In both cases the butterflies were hitting the manifold preventing them from opening all the way. I solved the problem by using an adaptor (spacer) Have you checked your linkage adjustment to see if your getting wide open throttle? I've run into that a few times too where the cable wasn't adjusted right and I wasn't getting WOT with the pedal to the floor. Are you using an electric choke and is it opening all the way? I believe there's a lock in the linkage (at least there was on the old AFB's) that will prevent the secondary from opening if the choke isn't open all the way.
