Flex fan pulls good at low rpm's but flex's out at higher rpm to help make more hp then a standard fan blade. And at higher rpm's the car is moving fast enough that the rad has enough air over it so the flex fan can flatten out and the car wont run hot but makes more hp. I believe a flex fan scoops more air, creating more drag, and thus reducing HP.
