Subject: Bad fuel pump?

Can anyone give me an answer on this?
Sometimes while idling my 62 poly 318, the see-thru fuel filter is
completely
full of fuel. Other times, I can see the fuel pulsing into the filter so

slowly it only keeps it 1/4 full (and when it is doing this, even reving
the
engine doesn't increase the slow flow in).
Is there something wrong with my fuel pump or is this normal?
Thanks for any help.
Paul
