Yes, it is an ammeter and it is independent of the mechanical switching
regulator we all know as the Instrument Voltage Limiter. If you take an
ammeter apart you will see the needle is attached to a permanent magnet that
sits next to a copper band. The current in flow in the copper band creates a
magnetic field which then moves the magnet attached to the indicating needle
according to that flow (both direction and magnitude).
