Rachel,

  Congratulations on your new car!!  I love your
description of the ride quality. As far as your
questions, here's my answers and I'm sure some others
will some good answers also.

1)   Seatbelts can be found at a local upholstery
supplier - I know my local supplier - Gipson's in
Oklahoma City carriers them , but they can probably be
found at other places like Legendary Interior's or
Layson's

2)  Brake upgrade - I upgraded my 64 Fury with a A
body disc brakes, but I'm not sure about your 63
Newport. There are aftermarket disc brake supplier's
and I'm sure someone on this board has dealt with the
disc brake swap on the Chrysler.

3) Electrical wiring - It would probably be wise to
get a shop manual on CD. You should be able to find
one with a websearch that will have an electrical
diagram. These are great because you can print off one
page at a time.

There are a lot of great part and technical resources
on the 62-65 Mopar webpage that will address the
