I have a 62 New Yorker and I had the same problem.  My biggest culprit
was the couple between the sterring column and the power steering
gearbox.  The floating power system on that car has a rubber piece that
wraps around the bottom of the column and into the coupler.  This rubber
piece was shot on my giving me all kinds of slack between the two.  Also
the rubber piece is shimmed with paper thin pieces of copper to tighten
the whole thing up.  I would definitely check this out.
