I've always used spark plug boot pliers. Angled head, padded jaws, allows you to grab toe boot securely to then twist/pop it off easily.

In looking for a good tool I found the following on the NAPA website - SER2568. It is actually an American made KD tool and cost under $5.  It looks like old stock so if you need one you might check it out. It works great.
