this might seem to extreme for your job, but I had a good size hole rusted through the floor from a leaking heater valve in my car. i used a piece of sheet aluminum (street sign), bent an angle in it same as the floor, applied lots of roofing tar to the area, and smooshed the aluminum piece in place. worked good for me.

I'd suggest a few coats of POR-15, with JB Weld for the hole filler. I'm in the process of performing a hole filling job on a '56 Coronet floorpan - welding - and, even for a guy who earns his living as a welder, this job sucks! Best of luck with your project!
