I'm trying to get the California DMV to allow me to put black/yellow letter plates on my '68 vehicle.  The plates are cleared but DMV is telling me these plates have to be once registered to this same vehicle, which they were not.
 
How's everyone else doing it?  I was told that as long as the plates are cleared (not currently registered) they can be transferred to a vehicle that had the same colored plates.
 
I would appreciate any help from you other Californians.
