What you're seeing is an intermittent short. It's actually a permanent short
being made intermittent by a circuit breaker, most likely the one built into
to your wiper switch. Unplug the wiper motor under the hood and see if the
problem goes away. If it does then you've either got a bad wiper motor or a
bad switch. Your FSM will tell you how to figure that one out.
