know about this !!! in a 57 — may not be what you think . caused me a lot of aggravation in and out 3 times no cigar new valve body even 
The reverse block out function prevents engaging  reverse over ? 5 mph  This is a pin that jumps out inside — if car is moving, blocks reverse valve   . However : the pin is moved out of away when gov pressure drops to zero . ( stopped) 
HOWEVER , due to bad luck and bad fits in gov or springs , some gov do not return to zero , leaving the pin out, ( depends——) blocking R   Notice nothing   is obviously wrong   in trans.. 
After figuring this out, (by thinking)   ( I should have put gauge on gov, long hose and  drive, admit I did not, = follow diagnostic directions ) . 

I Found this description in 56(?)  powerflight manual, not in the TF manual— go chrysler , dropping stuff they told you last year)   
After going to car( this is for me ) anyway, —I discovered “ put in D first , then with no rush, but rapid motion push R .it goes in . “ Valves do not have time to switch around I think you are in R before pin comes out .     ! 
While a little PIA to do this , and defeats the normal dude, not taking it out for 4 th time , and then trying to find a good real  300 governor ( right — and how to tell ?) lot of work .
Din V may know a lot more about gov issue 
hope   it helps, wish I knew this info in the way back  Has worked ok

I recently found this service bulletin online regarding this problem, and sure enough, the button and cable easily work the reverse when not running, so I apparently have an issue with the reverse governor pressure, Unfortunately, I think I have damaged the torque converter from too many attempts to get it in reverse from drive.
