If the idle has not been right since the intake and carbs were off, you may just have a vacuum leak. Re-tighten the intake and carb bolts first and then follow Bob’s advice.

These dual AFB Carters are a little different because of their
bypass screw. There is a section in the service manual,
see 14-37. If you don't have a service manual you can
use the one on John Holt's site

When I took it to this bridge today to take the pictures the car did not want to idle at all. Previously it idled fine, had the carbs and intake off at one point and it has not been right since. I tried to adjust it a while back and made it worse, and now I don't recall which screw I even turned.
