I agree! Jack it up, use a piece of wood, like a 1X4 against the pipe and a pry-bar against the frame You should be able to put enough "Push" on it to move it 1/2 inch farther away from the frame. Do this as close to the problem area as possible and work your way closer to the actual spot it's hitting.
